Assuming school systems can be compared, the education level is higher in the north and east of Europe. Countries with a lower education level are catching up. Continuing vocational training is high in most former EU 15 states. Regarding qualifications, 70% of women have non-manual occupations while the majority of manual jobs are held by men. However, highly skilled non-manual jobs are held equally by men and women.

Upper secondary level refers to the final stage of secondary education. It begins at the end of compulsory education, typically at the age of 15 or 16, and lasts 3 to 5 years.

• Among OECD countries, the proportion of the population attaining tertiary education is 31% for the 25-34 year-olds vs. 17.8% for those 55-64. • In EU 25, 69% of the population aged 25-64 attain upper secondary level of education.
